Road Paving, Land Purchases and other questions

From the Walton Sun pages on Saturday September 29th 2007:
Walton county school district approved a $4.2 million, 40 acre land purchase, at $105,000/acre for a future school. Did it not occur to them to purchase land before 2007? Oh I'm sure they did a multi year study. Do they not speak to county commissioners about the hundreds of approved development orders for new neighborhoods? Did commissioners put ST. JOE through every kind of hoop to get their developments approved without negotiating a little land for schools?

In the same issue commissioners state they will only be able to afford to pave 2.5 miles of roads in South Walton in the coming year.
Supossedly it costs over 1 million dollars to put 1 lane 1mile...does it really cost that much...really?
