Black lab hanging out at Tom Thumb

I was just up at the Tom Thumb in Santa Rosa Beach and there is a female black lab or black lab mix with a collar roaming the parking lot. She acts very scared and seems to be lost. I tried to get her to come up to me but she is very skittish. I put some food out for her but she still would not come up to me. She has on red collar and it appears someone has been taking care of her. Just thought I would put the world out there for anyone who might know who she belongs to. I felt bad leaving her there but could not get her to come up to me.
