Golf carts can be rented in Panama City. They run about $400-$500 or so for a week. You may have trouble finding a rental house for less than a week during high season. A rental that will accomodate your group and rent for less than a week is more than likely going to be a hike from the beach.

They do have cabins at the state park on Cape San Blas but they are pretty basic. Cape San Blas, however, is wonderful! Secluded, good fishing and scalloping, in season. Mexico Beach might be another alternative. Ah, the beaches of my childhood...
