They are fairly common - they should rise until flame goes out.

Those are illegal in Walton County. To bad you couldn't`t find out who was releasing them and call the fire dept on them. I find them in our preserve all the time. Talk about pollution. Nothing worse than seeing a bunch of these things stuck in trees.
