Help me understand - Hwy 98 W

I guess there are several non-contiguous parts of 98 labelled as East and West. So more confusing.
For instance, the The Chick Fil A (and all of the businesses on the north side of 98) in "old Destin" are on 98 East. So is there another Dividing point for 98 which is aka Emerald Coast Pkway???

Another Hwy 98 question.

This also known as Emerald Coast Pkwy and Harbor Blvd, Miracle Strip, Navarre Pkwy, etc. I know ECP starts at Sacred Heart Hospital (on east end,) but where does it end and switch to Harbor Blvd, after Airport Rd?
