The build out time was supposed to be 2 years from date of purchase, which would be July 2007. I will check with St. Joe to see if they have relaxed this requirement based on the fact that they have extended build outs on all other St. Joe projects.
The cost of construction from a bid one year ago was $290K including all utility work, retention, parking lot, essentially a complete building (shell) ready to be set up for your business specific needs.

The Development Order will legally convey with the the sale of the lot.
You will be allowed to commence construction of the building approved by the Design Review Board.
