Jim Bagby was born in Denton, Texas and grew up near Tyler, Texas. He is married to the former Katherine Jeanette (Jennie) Tibbetts who is originally from Mobile, Alabama. Jennie is currently a staffing specialist for Okaloosa County Schools. She previously taught learning disabled children at Destin Elementary from 2000 to 2006. Jim and Jennie have two daughters: Sara who recently graduated from Georgetown University and is working in Washington D.C., and Jennifer, who is attending New York University.

During his initial enlistment Jim was selected for admission into the United States Military Academy Preparatory School and later the United States Military Academy at West Point. Commissioned as a Second Lieutenant in Armor, Jim spent the next 21 years in a variety of operational and staff assignments throughout the world. His final military job was as the Chief of the Joint Support Element at Hurlburt Field where he retired as a Lieutenant Colonel.

Bachelor of Science degree from United States Military Academy at West Point
Masters in Public Administration from Western Kentucky University
Member of Pi Sigma Alpha, the national honors fraternity in political science

After almost 10 years as the Town Manager in Rosemary Beach and seven years on the Destin City Council, Jim Bagby has been chosen to head up the Walton County Tourist Development Council as its new executive director.


"It's a great opportunity, and I'm excited about it," Bagby told The Log.


Although he will step down from his post in Rosemary Beach, Bagby said he has no plans to step down from his seat on the Destin City Council, where he has served since 2006. Bagby's second term ends in March 2014.


City officials told The Log that there is no language in the city's charter that would require the Texas native to step down from the city council to serve as the TDC head.


"There are still some things I'd like to take care of in Destin,” he said.


Bagby finished first among eight finalists for the spot that was vacated when Dawn Moliterno stepped down April 9. Bagby told The Log that he expected to wrap up his contract negotiations in the next week or two. Bagby is also required to give Rosemary Beach a 30-day notice.


"I may pull double duty for a while," he said of his transition from Rosemary Beach to the Walton County TDC.


Although he will head up the TDC, Walton County Public Information Manager Louis Svelha told The Log that Bagby would not be required to live in Walton County, but only a surrounding county. The salary range for the executive director is $76,000 - $130,000. As town manager in Rosemary Beach, Bagby's salary was $125,000.


As for his time as Rosemary's town manager, Bagby said he will look back on it with nothing but fond memories and a sense of accomplishment.


"I've watched this place grow up from a town where half of the lots didn't have anything on them, to a town that's almost built out," he said. "They asked me to build a town, and I feel like I did that."


Looking forward at the TDC, Bagby said he is ready to take the lead.


"My first thing is to engage the community," he said. "I have some ideas and a lot of energy."

Seacrest Sundries has enjoyed having Jim as a customer and a friend. We wish him the very best and will miss him as he when he assumes his new duties leading the TDC. The east end of 30A's loss is a tremendous gain for Destin!

Big day for Mr. Bagby tomorrow - walking in to a building and job in disrepair. I know him as a can-do guy that is easy to talk to. I'm betting he does a fine job.

Jim Bagby Appointed as New Executive Director of the South Walton Tourist Development Council


SOUTH WALTON, Fla. (July 2, 2013) – The South Walton Tourist Development Council (TDC) has announced the selection of Jim Bagby as the new executive director. Bagby will provide leadership and be responsible for managing the internal departments of the TDC including marketing, communications, sales, administration and beach maintenance. He will also represent the TDC as the liaison to the Walton County Board of County Commissioners, TDC Advisory Council, partners and the community.


“I’m very excited about my new role with Walton County, Bagby said. “ The TDC has a very talented team and I look forward to working with them to engage the community.”


Bagby’s experience includes 24 years in the United States Army with a variety of operational and staff assignments throughout the world. Most recently, he held the position of town manager in Rosemary Beach, one of South Walton’s 16 beach neighborhoods. For nearly 10 years, he was responsible for all facets of town operations in that community such as budgeting, personnel, security, events and property owner services.
