What happened to public employees passing the hat for voluntary contributions for flowers for co-workers, baby gift, wedding gift, hardship, funerals etc.
Who and how would the recipients of these tax payer funded options be chosen and how would equity be established and monitored?

Why pass a hat when you have the tax dollars of the community to spend? Cards and Flowers for all my friends and family!

Hey they didn't blink when screwing with $2Billion dollars worth of beach front property --- what's a few flowers? A drop in the bucket. For every property that's paying $20K a year in property taxes - a 20% hit would be $4K per property loss into the county. That's a lot of flowers.
