Beachside Estates Plat Request to approve by final plat. Project
number PLA18

000013 is being reviewed by Bob Baronti. This is a plat
application submitted by Emerald Coast Associates, Inc. on behalf of
CBHIV, LLC, requesting approval to develop 5 units on 4 lots on 3.11+/
-
acres with a future land use of Neighborhood Infill. The project is located
south off Lakeview Drive 1881 ft. at the end of Beachside Drive

In 2006 the proposed site was the site of a development application made to the Walton county
Planning Department for a 26 unit residential condominium. The Planning Department staff
reviewed the application and moved it to the Planning Commission for recommendation. April 26,
2007, the United States Fish and Wildlife Service wrote
a letter to William Wilson, the applicant,
concerning the Habitat Conservation Plan for the Angelo’s Project. The purpose of doing the
Habitat Conservation Plan was to design a plan for an incidental take permit for the endangered
Choctawhatchee Beach Mouse.

Thereafter, the developer revised his plan to accommodate the HCP, reducing the proposed
condominium to 13 units. The application was re
-
reviewed by the Planning Department staff and
presented to the county commission in August of 2007.The reduced prop
osal was approved.

This property was also considered by the TDC for purchase several times. The county, after
several appraisals, decided not to purchase the property.

On April 5, 2017 the Technical Review Committee approved the project pending staff comments.
These comments have been addressed and is now moving to the Planning Commission for
consideration.

On July 13, 2017, the Planning Commission heard the project and voted to recommend approval
of the project.

On August 8, 2017, the Board of County Commissioners approved the project.

The Azzurro Condominium was appealed, and mediation was held. This project reflects a 4 lot, 6
unit single
-
family and duplex subdivision that was agreed upon in a settlement agreement.

The Planning Commission voted to recomme
nd approval of this project at their January 11, 2018
meeting.

The Board of County Commissioners voted to approve this project at their January 26, 2018
meeting.

The applicant is now plating the project.

Recreation Fees: $285,338.45 Paid

Traffic Concurrency Fee $11,400.00 Paid

The project is located just south of the intersection of San Roy Road and Beachside Drive.

Staff is recommending a
motion to conditionally approve the Beachside Estates plat application
once staff’s comments have been addressed
