Did the beach permit lottery list get released? I know it went up north this year

I noticed that back in September 2016 the county was seeking a Request for Proposal (RFP) from outside firms to process Beach lottery applications, etc.

A friend on this board got one and he is from sowal

Did your friend get a grandfathered permit or a handicap permit? Those permits are given outside the lottery process.
