Does anyone have any information about what happened at the meeting last night concerning the Angelo's proposed development of the property next to Sugar Dunes? We rent at BSV each winter and are very concerned that one of the last dunes in Seagrove Beach is going to be removed so that someone else can put up a condo. Sad.

This came from Judi Rutland, Treasurer of ELNA (Eastern Lake Neighborhood Association):

I attended the Angelos mtg as did several of our neighbors and reps from
Sugar Dunes and B'side Villas. It was a community mtg to gather information
and to seek information. Yes, the development is as proposed and according
to Russ Aldridge the developer has been working on the development process
for over a year.

I am not going to attempt to recall the entire mtg and what I have written
below is what I can remember to the best of my ability. Any comments that
are non-fact are my opinion and not that of the ELNA.

The question that I posed about allowing public access on the beach and the
answer I rec'd was not acceptable to me. That is, the developer will not
make concessions for public access other than what the law allows (i.e use
of the wet sand seaward of the CCL). He will not put into the condo docs
that the public has the right to use the beach. If this is not in the docs
then the public will be banned from using the beach to the south of the dune.
On this I am opposed. If any headway is to be made it may have to be with
the state authorities and put pressure on them to reject the condominium
docs if the public does not have use of the beach.

I requested that the developer consider that the walkover for the project be
tied into the existing TDC walkover. This request will be looked into.

The survey showing the topo of the lot in 1995 and the survey shown at the
mtg were different as Pepo pointed out. Rus Aldridge said that surveys
"change on a daily basis" and it would be different at different times
depending on storms and other natural elements. He said the owner has not
touched the lot to change its topo in any way.

There was much concern about the construction traffic on the dirt side of
Lakeview Drive as well as construction parking, blocking the roadways and
construction debris.

It was suggested that the developer consider closing off the dirt road side
of Lakeview and making a cul-de-sac of sorts at Lakeview and Beachside Road. This will be considered by the developer.

It was suggested that public parking be placed on the west side of the
development. This will be considered.

As for the primary dune, the dev rep said that it will be impacted according
the DEP guidelines. The memo produced by the Warners was addressed by the dev rep and he said that they submitted paperwork and were approved for 8 units per ace. We need that piece of paperwork for our records. Perhaps the Warner's can pursue getting this information for the ELNA?

The dev will be a gated community beginning at about $2-3M.

Russ Aldridge recommended that additional "community" mtg take place as our
ELNA group agreed. Earl Day will be contacted or stay in touch with the
developer to find out when this meeting will take place.

Traffic and public access seem to be the two biggest concerns at this time
as is the change in the number of units allowed by the 2004 memo from
Latilda.

I am certain that Earl will call a BODY mug so we can discuss this first
community mug and to begin our research and to follow this project.

Seems I heard that a cart/bike path is planned for Lakewood and Lakeview by
this developer. It was recommended that this path include the area between
Sugar Dunes and Beachside Villas over to Chives Lane.

I have been asked if I support this project. I will tell you I don't have
enough information at this time. However, based on the traffic and the dev
not allowing for public access I cannot say I fully support the project.

Another major consideration is construction debris! Look at the debris
Doodle's project has.

Tom McGee has some very good information and insight into "customary use" as it relates to the beach. I think the ELNA should invite him to a mug and
listen to what he has to say. Tom also has some very good ideas about the
cul-de-sac idea as well as the right of way between Sugar Dunes and B-side
Villas. This was closed off illegally! We want it open and accessible for
foot and bike traffic as well as for Emergency access for the authorities!
