Hmmm - seem to remember something about the fact that's protected due to the fact it's a habitat for the beach mouse.

Not wrong. It was purchased with Trust for Public Land funds and deeded over to the county. It's in the deed, it's for habitat protection. Nothing to stop people using the beach there though as long as they don't trample the dunes. Nothing, that is, except that it's pretty much inaccessible to anyone not within walking or biking distance.

The Stallworth Preserve NBA has limited access as a result of Stallworth Boulevard beinglocated within a gated community. No parking spaces are associated with this beachaccess. According to the county data, the beach access is still available to the public butvehicular access to the access is limited. The beach access was purchased to preservethe Lake Stallworth, a protected coast dune lake and outfall to the Gulf of Mexico.The Beach Highlands NBA includes sixparallel parking spaces located withinthe public right​

The parking associated with thisaccess was at capacity during the timeof the inventory.The Bullard Road NBA has no parkingspace and this access is considered afoot path.The Stallworth Preserve, Beach Highlands, and Bullard Road NBA’s do not have publicfacilities (restrooms or showers) associated with the neighborhood beach accesses. TheBeach Highlands NBA does accommodate vehicular parking (six spaces) as well as bikeparking.

The right​
ofway along Highland Avenue, South Bishop and Bullard Road isapproximately 64 ft with vegetation extending to the edge of pavement along a majorityof the roadway. The driveway spacing ranges from 55 ft to approximately 75 ft in mostof these areas. The roadway elevations range from 45 ft to approximately 10 ft abovemean sea level (MSL) and there are significant vertical curves associated with thesethree roadways. The close driveway spacing and significant changes in grade do notpromote a safe environment for rightofway parking.The vegetation extending to the roadway edge is also a safety concern in thisneighborhood. Section 14.01.01 of the Walton County Land Development Code (LDC)states that, “Nothing shall be erected, placed, parked, planted, or allowed to grow insuch a manner as to materially impede vision between a height of two feet and ten feetabove the grade, measured at the centerline of the intersection.” The code defines anintersection as a driveway, residential street, collector, or arterial road and the followingdistances from the centerline of the intersection in relation to street type per the LDC:

Driveway or residential street. Distance from centerline of intersection—50 feet

Collector. Distance from centerline of intersection—80 feet
​
Arterial. Distance from centerline of intersection—100 feet
The roadways do not meet the vision triangle requirements for South Bishop, BullardRoad, or Highland Avenue. In an effort to meet the LDC, the county should considerclearing the right​
ofway for these three roads to provide the clear rightofways
required for safe access by the emergency rescue vehicles.

Those signs are horrible.

Joho - are they having tons of cars parking in yards? What's the problem here?

As mentioned in the report last paragraph, report/study suggests the county clear ROW's due to safety measures (emergency vehicles, etc.) and the owners refuse to allow it of the county. In that case the parking is limited in most areas of the S/D.

The county has given Beach Highland owners favoritism over other neighborhoods!

In my opinion the county should clear ALL of its Right of Ways in SoWal. There are tons of illegal signs and obstructions that would impede emergency vehicles all around 30A. After they clear them they need to go through street by street with uniform signage and only post No Parking signs where there is not clear line of sight or enough ROW for safe parking. That ought to be the only criteria. Give the SO posse ticket books for the legitimate illegal parked cars and let the rest of the ROW's be used by the public, who owns them.
