WOW.  The beginning of that article described the result of Katrina 100% and it was written a year before the storm.  As said, this was predicted for years and the result of the eroding and elimination wetlands and protective marshes along with the State not using the funds made available made that prediction a reality.

Very sad that if some of the precautions were taken, the money was spent, and more could have been evacuated before the storm hit, then maybe some of the destruction and lives could have been spared.
