Rove is basically the brains behind Bush (the W). Without Rove there'd be no Bush. He's the "boy genius" mastermind of the administration (but not a boy anymore.) He got him elected, hand picked Bush's agenda (making him reverse some of his previous stands in doing so), guides his policies. He's one of the most powerful people in the world, yet little known to the public who don't follow politics. People generally tend to either love him or fear him.
