The consulting company is being hired apparently to determine/facilitate a new sports park.

Request to approve and authorize the Chairman to sign an Agreement for Alderberry Road Property
Feasibility Study Consulting Services Contract No.: 23-19A with Sports Facilities Advisory, LLC, for a
feasibility study and consulting services regarding a 92 +/- acre, waterfront property along the
Choctawhatchee Bay

PURPOSE / SUMMARY EXPLANATION OR HISTORY:
The Alderberry property study will provide the following: assess and determine the highest and best
use(s), as it specifically relates to the impact on tourism, of a 92 +/- acre, waterfront property along
the Choctawhatchee Bay in Walton County, Florida. The Consultant must identify key variables that
will affect that impact, such as configuration, use(s), size, etc. The study should also identify the
needs of Walton County visitors and its residents, in addition to any obstacles that would hinder the
success of the project overall.

On February 28, 2023 (23-0298) the BCC approved Tourism to obtain a feasibility study for 92 acres
on Alderberry Road. Administration approved for staff to obtain a contract and appraisals on 92 acres
with the option to opt-out if the county is unable to obtain funding sources.

On August 8, 2023 (23-1121) the BCC awarded RFP 23-19A to The Sports Facilities Advisory, LLC,
for Feasibility Study Consulting Services (Alderberry Property).

SCOPE OF SERVICES
Consultant shall assess and determine the highest and best use(s), as it specifically
relates to the impact on tourism, of a 92 +/- acre, waterfront property along the
Choctawhatchee Bay in Walton County, Florida.

The property has 1,400-feet of bay frontage and consists of three parcels (56 +/- acres,
18 +/- acres, and 18 +/- acres) located north of Highway 98 along Alderberry Road in
Walton County, Florida. Parcel IDs are as follows:

Consultant shall perform the following services within the County’s 60 day timeline:
• Assess the highest and best use(s) for the property, specifically as it relates to
sustaining and increasing the tourism economy.
• Assess the ability of any potential facility to meet the needs of Walton County,
its visitors, and residents.
• Identify and assess variables that would impact the success of any project and
its impact on economic development.
• Develop information needed to assess economic impact.
o Determine potential users of any facility to promote visitation.
o Develop uses and attendance patterns.
o Determine pro forma plans and budgets for operations and construction,
including staffing needs, local expenditures for construction and
operations, etc.
Assess economic impact of the proposed facility/uses operating in accordance
with pro forma budgets for construction and operations.
• Provide a written report of the above and an oral presentation to the Walton
County Tourist Development Council and Board of County Commissioners.
• Provide all completed deliverables within sixty (60) days from the executed
contract date.

We're just not gonna be happy until we have a travel team destination?

This sure explains all the new JOE hotels in the area. Another one just broke ground in between the giant tooth and the oncology treatment center.

Well we have lost a lot of beach and the name of the game is heads in beds...

I understand, but we've been down this road before. Travel teams just aren't going to book houses in WaterColor and Seaside, they need hotels/motels and generally they aren't looking for high-end fine dining. I'm sure the residents of E Hewitt and the new subdivision surrounding the property don't want a government/business entity setting up shop next door.

I don't believe this facility will benefit locals or even general tourists, but will benefit the "management" company that is lobbying for it.

Watercolor and seaside have Beach so probably don't care but they would still get some additional bookings. Thousands of other rentals don't have beach and rental amounts similar to hotels. Or will be.

The Walton County Tourism Department and Sports Facilities Companies (SFC) are hosting a Community Visioning Open House on Tuesday, October 17, 2023, from 6:30 p.m. to 8:00 p.m. at the South Walton Visitor Center, 25777 U.S. Hwy. 331 South in Santa Rosa Beach.

SFC has been contracted by the county to conduct a feasibility study to determine the “highest and best use” of a bayfront property in Santa Rosa Beach. The 92-acre property is currently for sale.

As part of the study, we invite you to come out and share your thoughts on potential uses that could help strengthen and enhance the Walton County tourism economy and increase the amenities available to our community. Interested attendees can stop by the visitor center at any point during the open house.
