The BCC retains Greg Wise of Marianna, Fl as their consultant for Blue Cross Blue Shield Insurance of Florida.
Mr. Gary Mattison is the HR director for Walton County and has tremendous discretionary authority concerning the administration of employee medical coverage. He makes recommendations to the Board of County Commissioners concerning all benefits and costs of coverage available to BCC employee's.
Based on a Hot Line call the WCTA has found an undisclosed relationship between Mr. Wise and Mr. Mattison. They are partners in an active (since 2005) Florida Limited Liability Corporation - G & G Resources, LLC.
The nature of this relationship should be investigated !
That undisclosed business relationship appears to create a conflict of interest between the two individuals and an ethics issue with all negotiations where Mr. wise and Mr. Mattison's recommendations to the BCC concerning carrier, coverage and cost.
Our inquiry into this issue also revealed that Mr. Wise's services are compensated by Blue Cross Blue Shield. We were told that the compensation would be between 1 1/2 and 2 1/2 %.

Is there any way to find out through public records if any money has went through this business and what the timing of those movements were? In other words can we show a quid pro quo?

Why would he? He works from home and runs the show. Nothing happens unless he says it is OK. He gave Molinterno and Mares a sweet deal.
