Doesn’t really answer my question, but great example of why we need a national federal insurance program other than FEMA flood.
Remove the need to profit or guarantee returns for shareholders.

The only way to save Citizens is to limit the overall coverage and who can utilize it. It should have been restricted to homesteaded residents, but instead we've subsidized investors and wealthy second home owners.
