Many locals don't want to move just because of losing SOH - so it is "fair" to those that stay put in homes they have outgrown because they can't afford the new taxes.

I think fair is free after 65 and no SOH, but what we have is an untested compromise that pits newcomers against oldtimers and doesn't address spending constraints. Bad, bad law Mr. Rubio.
