It's too late, plus it would keep Congress from it's appointed duties, such as doing nothing but dolling out pork or playing golf with lobbyists. The incumbent's success rate in Congress is over 90 percent and will remain so without lobbying/ campaign finance reform. People are complacent until they hurt financially, and I would presume, economically, many folks are comfortably numb. Below is a picture of Robert Adler, co-inventor of the TV remote control.
