It is a "rocket pack" created with a bunch of plastic 2 litter bottles. They filled them with water and compressed air and then puled the cork!

If you remember the water powered rockets when you were a kid, then imagine straping a bunch of them to your back😱

there was a guy at the beach when we were who could have been adam from mythbusters' twin, only he was a bit heavier. we passed them walking one day and i did a double take thinking it was adam. i think the dude thought i was checking him out or something. which i guess i was.
