if you're talking about the pipe on the rollers, it looks like high pressure gas pipe - seamed and sealed

supposedly connecting up to the new natural gas network after katrina

That is the treated water pipe. In Freeport, you may have also seen sewer pipe being laid. If you were in one particular development, you may have seen some gas pipe, but I doubt it since it is mostly burried.
