That is the treated water pipe. In Freeport, you may have also seen sewer pipe being laid. If you were in one particular development, you may have seen some gas pipe, but I doubt it since it is mostly burried.

F.Y.I. the treated water pipes are pink, the culinary water pipes are blue (sometimes both are black with a pink or blue stripe).
