Right here!
Thanks to Governor Charlie Crist, and the entire State Legislature, HR 7135 was signed into law last month. One of the provisions includes requiring all utilities to create standard net-metering interconnect agreements for all customers, and another renews rebates for installing renewable energy equipment, including photovoltaics, pool heaters, and solar water heaters (line 3734). The law also prevents homeowners associations from restricting the installation of renewable energy devices (even clotheslines). :D

There's a whole slew of incentives in this bill to promote renewable energy and business throughout the state, including incentives to help bring renewable energy equipment manufacturers here. There are also measures to help promote telecommuting by state employees, new air quality standards, green initiatives, nuclear power incentives, and a whole lot more. After digging through just a bit of it, I'm impressed. It's a green bill. :D

The bill is pretty long as it's a conglomerate of numerous other proposed bills, but it's worth going through if you have the time. A lot of interesting stuff in there.

Do you know if the final bill is online anywhere without all the changes that were made?

I'm going to celebrate by buying a house in Watercolor, promptly putting up a clothesline and hangin' up my dirty drawers for all the world to see.
