What do my reputation points mean?

It's just a meter. As you reach certain levels of point you get more chiclets (the green things up there) and a new level. Once you reach 5,000+ you have achieved the level of "Relaxes on clouds".
Thanks gives you 1 point and reputation gives you varying points based on the level of reputation by the reputation giver. Negative rep (the dreaded red chiclet) deducts 1 point. I believe that your post count may have some influence as well, but I'm not sure.

How do you give reputation? How do you give a red chiclet? Has anyone ever given a red chiclet? Is that only given by mods?

I'm sure Kurt will let you trade some points for a SoWal sticker, and he'll even let you keep the points!
When you get a "Thanks" you get some reputation points, but I'm not sure if they are as point-y as actual "reputation" given. The amount of points you get per "reputation" or "thanks" varies depending upon who is the giver. Those cloud-floating people, for example, carry more weight.
You can see how many points you have by clicking on user CP. I think the actual points formula is locked in a vault somewhere.
To give "reputation" you click on the gold star that you can find on the top right of each post. You can check "approve" (green chicklet
) or "disapprove" (red chicklet :shock and then write comments. When I am feeling silly I use the rep button and write a short personal note. 
Sometimes red reps are given. It is not pretty, and there are guidelines for such things. I gave one once, to a spammer. It was therapeutic.

See the little star badge in the upper right hand corner? That's for rep. Click on it and you'll get a drop down box. The default is for positive happy I agree with you rep. You can also comment in the box.
To red rep you click the I disagree radio button and then you have to enter a reason. I reserve mine for trolls and their ilk.
The system will also tell you when you've given out enough rep.
