Recommendations:

-Public Service

· Equip and enable “first contact” staff is quickly and accurately respond to
requests;

· Simply fee processing by providing for on-line payments;

· Improve service user outreach and education efforts;

· Redesign public contact area and provide more written materials and computer
access (as appropriate);

· Develop user-friendly manual and brochures and distribute widely;

· Develop & implement a Customer Service evaluation program.

-Workflow

· Move building process, plan review processing, document storage, & revenue
deposit process to S. Walton Annex;

· Develop written internal policy statement, update as needed;

· Many improvements.

-Workforce

· Hire more staff (fill 4 vacant and add 8 positions);

· Provide complete new employee orientation;

· Consider developing a step pay plan or modification thereof;

· Base salary adjustment on position audits not on job titles;

· Bond all staff who handle money;

· Designate a Deputy Building Official.

-Training

· More training in Naviline is needed;

· Managers and supervisors should get more basic management training;

· Senior managers would get advanced Process and Performance Management
training.

-Technical Support

· Expand training and coaching in use of Naviline;

· Refine and expand the Geographic Information System and its use;

· Acquire an online system for building permit, licensing and code enforcement
processes;

· Outsource digitizing of old building permits, planning project files, and code
enforcement cases;

· Provide an outline fee payment system using credit card or electronic fund
transfer.

-Other Recommendations

· Consider revising size parameters defining “minor” and “major” development;

· Expand the development and use of performance measures as a decision support
tool for all interested persons, especially staff;

· Add more phone lines, especially in the South Annex;

· Increase planning and building fees to bring then move into line with a cost
recovery basis of management.

You are correct, Bob. I would think that technologies developed since the release of the Beeman report would allow even greater strides for accountability from this department. The Grand Jury also recognized in its report that the age of the Beeman report rendered some its recommendations obsolete. Like you said, it will certainly need some modifications and updating.

Good sign. However, in this county, that would be an admission of guilt, not acceptance of legitimate responsibility. A bit over 800,000 of those bucks are known to have stopped somewhere. If whoever got them would please be so kind as to put one of these signs on your desk, maybe the Grand Jury will insist on Mr. Eddins considering those dollars missing as a criminal matter at long last.
