I'm wondering who I talk to at the county to close down ROW or parking so I can open a business in that space.

All you have to do is ask them and they will put up giant reflective NO PARKING signs every 15 feet and you can do whatever you want.

Most of those are signs people have ordered. The ordinance quoted is wrong.
