* FLOOD STAGE IS 13.0 FEET.
* FORECAST.RISE ABOVE FLOOD STAGE BY TONIGHT & CONTINUE TO RISE TO NEAR 16.0 FEET BY EARLY TUES MORNING. ADDITIONAL RISES ARE POSSIBLE THEREAFTER.
* IMPACT.AT 16.5 FEET.MAJOR FLOODING OCCURS ALONG THE EAST AND WEST BANKS OF THE CHOCTAHATCHEE RIVER FROM NEAR THE CONFLUENCE WITH HOLMES CREEK TO THE GULF OF MEXICO AFFECTING MANY HOMES & FISHING CAMPS.

Shut down roads
1.) State Hwy 81. Signs’ posted at I-10 and on Hwy 20 East & West of Hwy 81. Will be diverting traffic down Rock Hill Road.
2.) CO Hwy 3280 is shut down at Smoke House Lake RD all the way to Hwy 20.
3.) Indian Creek Ranch Rd is shut down.

South Walton damaged roads.
1.) CO Hwy 30A West end. Water is over the RD in several different areas of 30A.
2.) Church ST Approx. 1/10 of a mile from US Hwy 98 is washed out. Approx. 8-10 inches of water on Church ST.
3.) Central 8th ST. Flooding
4.) CO Hwy 393 South a couple of areas is under water, but still passable.
5.) Hotz Ave area of the Red Bar has approx. 2 inches of water.
6.) US 98 & 30A East West Bound outside lane has water standing
7.) Apostle’s Way is under water.
8.) CO Hwy 283 & Logan Lane is flooding
9.) Traffic on US Hwy 98 in the area of Walmart is flowing.
10.) Co Hwy 30A East of Lakewood is underwater approx. an inch.
11.) Church St at Duffy Land is underwater approx. 6 inch.
12.) 264 S Wall St, the beach access #3. Caller advised the RD has washed away approx. 15×4. The sand is also washing away. Public works has been notified.
13.) Chat Holly & Rhodes Cove has approx. 8 inches of water over the road.
14.) 254 South Co Hwy 393 has flooding in the parking lot of Sandal Beach Town Homes.
15.) Wood Beach Dr. advised water from the wetlands is approx. 15ft from her house.
16.) East Pinehurst Drive is flooded with water over the roadway.
17.) 140 Montigo Ave…Homeowners advised they are flooded in, advised the road is completely under water. Approx. 2 -3ft of water.
18.) 30A at Summerset Bridge has water standing on the road way.
19.) Quincy Circle on the West side is approx. a foot under water.
20.) West Bound lane on US Hwy 98 in the area of Forestry has standing water.
21.) 195 Pelayo Rd caller advised there is heavy flooding.
22.) CLOSE TO 1703 E POINT WASHINGTON RD – CREEK IS OVER THE ROAD – CLOSE TO DICK SALTSMAN RD
23.) 254 S Co Hwy 393 (Sandal Beach Town Homes) still unreachable due to water up the first steps of condos. Also, per beach unit, need a truck to get in.
24.) Moll Dr. and nearly the whole parking lot of St. Rita’s church is underwater.
25.) Multiple areas on Forrest Shore Dr. are underwater but still passable.
26.) 101 Peachtree Cir- water flooding into the house from the roadway- DIST 5 contacted and 10.51
27.) Per District 5 road department West Hewett Rd is under water.
28.) Road Department is on E Hewitt Rd. with equipment attempting to get water off the road
29.) Several inches of water standing on S. Holiday Rd. at US Hwy 98 with several pockets of water all the way to Scenic Gulf Dr.
30.) Peach Creek on Dennie Dr- Under water, citizen from out of state advising there is sink hole.
31.) Forest Shore DR and surrounding roads can be removed from list. Not holding water at this time.
32.) South Holiday and US Hwy 98 intersection water is still aprox a foot deep on South Holiday. US Hwy 98 doesn’t appear to be effected.
33.) Culvert at Bonnie Lane is blown out in Bunker Creek. Everyone in the neighborhood is trapped.
34.) East Nursery and TranQuilty approx. 100yads of water 3-4 passable.
35.) Moll DR off US Hwy 98 aprox 3 or 4 spots underwater- appears 4ins all passable.
36.) South Walton Lakeshore DR. Approx 1 foot of water in front of the beach front trail.
37.) Area of 111 Lake Cswy- Citizen advised water is over the roadway poss driving hazard.
38.) WCSO unit advised area of West Hewett Rd, the pond is beginning to get close to the road. West Hewett has several spots with water running over it. Still passable at this time @ 1256
39.) CO Hwy 30A and Summerset is still under 2-3 inches of water.
40.) Water is back on the road CO Hwy 30A and Lakewood DR
41.) Roads appear okay inside Watersound at this time @ 1402
42.) Area of 191 Pine ST the road is under approx 18inches of water. Called in by citizen.
43.) West Hewett- The pond is now overflowing over the roadway @ 1451 road department advised they will be posting signs but not closing down the road.
44.) 600 Block and 1100 Block of Don Bishop Rd has aprox 1-2 ft of water
45.) CO Hwy 395 & East Point Washington Rd is still under water, several places washed out . signs have been placed.
46.) Chat Holly West of Nelly DR the road is under water, passable by truck, unsure if a car would make it, signs in place.
47.) Eden Gardens parking lot is under water.
48.) Mack Bayou and Jackson Run water has subsided, roadway clear @ 1534.
49.) Water on Driftwood Point had subsided as @ 1542 but still has some area with water crossing.

North Walton damaged roads.
1.) Indian Creek Ranch Rd is still closed at Bruce Creek Bridge.
2.) Mosley Lane/ Bob Sikes is washing.
3.) I-10 is under 1-2 inches of water in several location.
4.) Have 3-4″ of water W of State Highway 83 on County Highway 192.
5.) CO Hwy 181-C at Morrison Springs Rd, water is half way over the road way.
6.) Co Hwy 181c 500 block…water moving swiftly.
7.) Approx 300 yards of CO Hwy 183 & State Hwy 81 both lanes passable but have standing puddles.
8.) Deer Run East, several citizens have gotten stuck.
9.) Spence Rd is under water, not passable at the entrance.
10.) Hughes ditch and US Hwy 81 is passable at this time.
11.) Area of 18045 US Hwy 331 North bound lane has water coming over the white line.
12.) CO Hwy 181A and CO Hwy 181C (Byrds Crossroads) aprox 8 inches of water over the road…still passable @ 1409.
13.) Purvy Campbell at CB Whitehead Rd is under water aprox a foot deep.
14.) Deer Run East-Caller advised several families live in a duplex on this road. Advised they are not able to get out. Approx 2ft of water across the roadway.
15.) Citizen advised in the area of Nancy Darby Rd around the 1050 block, water is over the roadway.

Freeport damaged roads.
1.) State Hwy 81 & Willie Ward Rd is under water in several areas. Signs have been put out.
2.) Up-date-Steelfield area close to Bay County has several spots close to being not passable.
3.) Business 331 is under water in several places. Signs have been put out. Heavy water in the area of Business 331 & Industrial Park RD. (Water has receded in the area of 331 Business & Industrial Park).
4.) Lagrange and US Hwy 331. DOT working on placing signs.
5.) South Jackson ST on the south side the ditch is flooded and running over.
6.) Kylea Laird and Hwy 20 in the turning lane is under water
7.) Joe Dugger is under water, washed out (20 ft. section 10 inches deep) and impassable. Signs are in place.
8.) Henry Laird Park is under water. City of Freeport has blocked at this time.
9.) Water at 4-mile bridge is approx. 2-4 feet away from bridge on State Hwy 20.
10.) River Rd is covered in water in several places. 3-4 inches deep, the boat ramp is also flooded.
11.) McKinnon Bridge Road; water is beginning to flow over the road in the area of the double bridges. The north side of the double wooden bridge has lifted approximately a foot roadway is closed.
12.) Bunker Rd / Steelfield Road: Water over road in numerous location; road is impassable at this time; signs have been put in place.
13.) Four Mile Rd/ East Bay Loop. The lift pump light was on. Water was coming out of the sanitary sewer man hole onto the road, approx. 100 yards from East Bay Loop. City of Freeport has been notified.
14.) Co Hwy 3280 & US Hwy 331 water is over the road way (turning lane).
15.) 3280 AND OLD JOLLY BAY IS UNDERWATER AND APPRX A COUPLE FEET DEEP ON TOP OF 3280 AT THE NORTH SIDE OF THE INTERSECTION
16.) THERE IS NO WATER ON THE RD ON HWY 20 FROM HWY 20 TO THE 331 BRIDGE
17.) Ponce De Leon –Crooked Creek Rd is closed at the bridge.
18.) State Hwy 83 (in front of fairgrounds) is temporarily shut down until Century Link can remove the down power line in the rd.
19.) Black Creek Blvd – water on the roadway, almost across the road in some places.
20.) Co Hwy 3280 & Faulkner – water over the road.
21.)Co Hwy 3280 & ½ mile west of Smokehouse Lake Rd – water over the road.
22.)337 1700 Block of Black Creek Blvd. Near Dowdle Gas on south side of roadway is covered.
23.) Up-date-Antioch Cemetary Rd has water over the road and down to one lane. Units requesting signs.
24.) Hilgoss Rd needs signs, several sections washed out and culvert washed out at Bunker and Boonie Ln per District 5 Road Department.
25.) State Highway 81 and Windmill Rd. is under water and DOT is on scene.
26.) Dead River Rd. the 1st quarter mile is washed away down to one lane of travel.
27.) Old Jolly Bay Rd at County Highway 3280 is underwater.
28.)State hwy. 81 at Windmill Rd. is underwater DOT is aware
29.) Old Jolly Bay Rd almost impassable due to water over the road
30.) JW Hollington underwater in several spots. Water at Layfette Creek is approximately 1 foot from the bridge.
31.) Joe Campbell Rd 50’ section under water
32.) east side of highway 20 has several areas w/ standing water ditches are flooded
33.) State Hwy 81 will be shut down. Signs posted just South of I-10 ( will divert down Rock Hill) and on Hwy 20 West and East of State Hwy 81 will have signs posted. Per DOT citizens were attempting to go around the cones and their vehicles were stalling. Lots of water damage.
34.) Culvert across from Freeport Presbyterian Church is clogged cold cause 20 to flood. DOT is enroute.
35.) Aprox one mile before the Bruce Store on Hwy 20 water is over the roadway.
36.) Citizen advised on CO Hwy 3280 past Magnolia in the curve the road is washed out. UP-Date CO Hwy 3280 is shut down.
37.) Black Creek is washed out in the area of the creek. Citizen called in.
38.) Seven Runs Park is under water.

At 7:00 P.M. ON 7/4 hours National Weather service in Tallahassee extended the flash flood watch until Friday 8:00 p.m. on 7/5/2013.
At 7:00 A.M. , the State Watch Office advised Walton County is under a Flood Watch until 10:15 Central Time.

Springs Washington County in the Panhandle of Florida this includes the cities of Vernon Chipley extreme southwestern Houston County in southeast Alabama until 1015 am CDT

* The National Weather Service has detected a line
of thunderstorms moving into an area that has already received
excessive rainfall amounts of 10-18 inches since the event began.
Although the storms are moving more quickly right now it will take
quite a while for all the water to recede as the drainage system in
many areas is overwhelmed. Coverage of rain is expected to increase through the morning and into this afternoon. Much of this area will get an additional 2 to 3 inches of rain today... but localized heavier amounts of 5 to 10 inches remain possible.

Flash Flood Watch now in effect through Saturday morning and in effect for

Walton... coastal Bay... coastal
Franklin... coastal Gulf... Gadsden... Holmes... inland Bay...
inland Franklin... inland Gulf... inland Walton... Jackson...
Liberty... south Walton and Washington. Through Saturday morning

* Most areas have had 3 to 5 inches of rainfall since Monday...
but some areas have had 10 to 18 inches. Flash flooding has
already occurred in these areas... and more heavy rain is
possible into Saturday morning. Much of the region is likely to
get an additional 2 to 4 inches of rain through this time... but
isolated amounts of 5 to 10 inches are possible. Thus flash
flooding remains a major concern... especially for those areas
that already experienced flooding.

ROADS -as of 11:00 a.m.

SWFD crews are out in the area conducting surveys of the previous reported areas for updates and reporting new areas of concern in conjunction with Walton County Emergency Management. We anticipate another update by 2:00 p.m.

North Walton damaged roads, Deputy confirmed.

1.) Indian Creek Ranch Rd is closed.

2.) Deer run east has a lot of damage. Several vehicles have gotten stuck. County responded to adcheck the area.

3.) Eight Mile Bridge has water at the bottom of the bridge.

4.) Per EG10 – possible microburst in the area of Water Oak St, causing a pine tree to lean over roadway. 7/4/13 at 21:39

5.) CB Whitehead RD & Pervy Campbell RD unable to drive down with a car. Water is no longer across the roadway.

9.) Byrd Crossroads 181C & 181A has standing water on the roadway.

10.) Morrison Springs Rd has some standing water, road is passable. Park & both bridges to the boat launch are ok. The water is very close to the dock level.

11.) Nancy Darby is not passable, the road is under water. Around the 1000 Block of Nancy Darby about 15-25’ of roadway is washed out. Water is about 2-3’ deep. At 5:52, barricades present. A ditch 4 ft deep and 10-15 ft wide is all the way across the raod. No residences are trapped that can be determined.

12.) Water is up to the bridge at Hwy 181 C West at 8 mile. Water is not over the road yet.

13.) On State Hwy 81 near Bruce, DOT is directing traffic.

14.) At River Rd and McCaskil Rd, the water is 18- 24inches deep a mile from the river. No homes affected yet; however, cannot travel all the way to the boat ramp.

15.) Cedar Log Lake Road is passable all the way to the new boat ramp. However, there is water ponding and standing at the parking lot 12 inches deep. No water on houses.

16.) Berrian Lake Road is passable all the way to the old boat ramp. However, there is standing water in several yards in the area. Chelco has cut power for Berrian Lake Rd. Water is coming over the landing 150-200 yards from the landing. River is out of banks at camphouse.

17.) Coon Bottom Rd is cutting off fairly bad going into Holmes County. Holmes County has been contacted.

18.) Crooked CreekRd washed out right past 183, not passable.

19.) Indian Creek Rd bridge is out per road foreman.

20.) Mckinnon bridge is out per road foreman.

Freeport damaged roads, Deputy confirmed.
1.) Dead River RD is closed, water is across it just past the pond.

2.) State Hwy 81. Shut down south of Windmill. North of Windmill to the Holmes County line is open. DOT is onscene

3.) Bunker Rd is still under water in spots, but traffic is passing, citizen at 90 Boone Ln advised that culvert has washed out completely and is now impassable.

4.) Steelfield RD is closed with 2-3 ft of water standing.

5.) River Rd is closed.

6.) McKinnon Bridge RD is closed.

7.) CO Hwy 3280 is shut down from Smoke House Lake RD to Magnolia RD. Large wash out at Magnolia RD.

8.) Seven Runs Park is still under water.

9.) Black Creek Rd area of Dowdle Gas still has water over the roadway, also NB side underwater at Joyce Rd, SB side passable.

10.) JW Hollington north bound lane has standing water but passable.

11.) Layfette Creek water is approx a foot from the bottom of the bridge.

12.) Joe Campbell is not passable.

13.) Old Jolly Bay & CO Hwy 3280 still has a lot of water flowing over the road. Approx 1 in deep.

14.) Joe Dugger road is not passable.

15.) Four-mile bridge water is approx. 5 feet from the bottom of the bridge @ 2043

16.) Antioch Cemetery RD road is washed out but passable. End of the road has standing water.

17.) Jones Rd, next to Alaqua Cove Rd, is completely under water.

18.) Alaqua Cove Rd is completely under water.

19.) 331 Business and State Hwy 20 has standing water.

20.) Sewer Alarm going off at North Street and CR 83A, Freeport Water Department are going to fix problem.

21.) Black Creek Blvd has water running across the road, but is passable.

22.) Goodwin Creek Rd almost washed away per homeowner, is private road, notified road department and they advised they may be able to offer assistance from roadway to culvert.

THE NATL WEATHER SVC IN TALLAHASSEE HAS ISSUED A FLOOD WARNING FOR THE FOLLOWING RIVERS IN FL.
CHOCTAWHATCHEE RIVER NEAR BRUCE (SR 20) AFFECTING WALTON COUNTY PRECAUTIONARY/PREPAREDNESS ACTIONS.

ALL PERSONS WITH INTEREST ALONG THE RIVER SHOULD MONITOR THE LATEST FORECASTS.& BE PREPARED TO TAKE NECESSARY PRECAUTIONS TO PROTECT LIFE & PROPERTY. DO NOT DRIVE CARS THROUGH FLOODED AREAS. IF YOU SEE FLOOD WATERS.REMEMBER TO TURN AROUND & DO NOT DROWN.

* most areas have had 3 to 5 inches of rainfall since Monday… but some areas have had 10 to 18 inches. Flash flooding has already occurred in these areas… and more heavy rain is possible into Saturday morning. Much of the region is likely to get an additional 2 to 4 inches of rain through this time… but isolated amounts of 5 to 10 inches are possible. Thus flash flooding remains a major concern… especially for those areas that already experienced flooding.

South Walton damaged roads have not been confirmed by Deputy. Units are working to confirm reported damage.

1.) Central 8th St. is flooding and beginning to wash out.
2.) Central 7th St is experiencing wash outs.
3.) S Wall St, the beach access #3. Caller advised the RD has washed away approx. 15×4. The sand is also washing away. Public works has been notified. Tape has been knocked down and people are walking around on the dunes.
4.) Chat Holly & Rhodes Cove has approx. 4 inches of water over the road.
5.) Wood Beach Dr. advised water from the wetlands is approx. 15ft from her house.
6.) East Pinehurst Drive is flooded with water over the roadway. AT 0600, East Pinehurst is back open, not flooded but damaged.
7.) Montigo Ave…Homeowners advised they are flooded in, advised the road is completely under water. Approx. 2-3 ft. of water. Approx. 12 inches of water on roadway in front on one house in small area. Road is still passable at this time.
8.) Quincy Circle on the West side is approx. a foot under water. South Walton Fire Dept. advised this road is clear at this time.
9.) Pelayo Rd has 1 ft. standing water at Co Hwy 30A but is passable.
10.)CLOSE TO E POINT WASHINGTON RD – CREEK IS OVER THE ROAD – CLOSE TO DICK SALTSMAN RD. SWF crews have made it all the way to Dick Saltsman Rd, creek appears to have receded.
11.)Multiple areas on Forrest Shore Dr. are underwater but still passable.
12.)Peachtree Cir- water flooding into the house from the roadway- Sink hole reported in the area. SWF advised that roadway is passable. All property in the area has standing water on it. A sink hole has not been verified. At least one building on this street has water inside the structure.
13.)South Holiday and US Hwy 98 intersection water is still approx. a foot deep on South Holiday. US Hwy 98 doesn’t appear to be effected. South Holiday is passable.
14.)East Nursery and TranQuilty approx. 100yds of water 3-4”, is still passable. At 0750, E Nursery at Tranquility is still underwater but passable.
15.)South Walton Lakeshore DR. Approx. 4-6 inches of water in front of the Beach Front Trail. The road is passable. There is standing water between E. Park Place and Hwy 98 E.
16.)111 Lake Cswy- Citizen advised water is over the roadway possibly driving hazard.
17.)Pine St. the road is under approximately 18inches of water. Called in by citizen.
18.)600 Block and 1100 Block of Don Bishop Rd has approximately 1-2 ft. of water
19.) CO Hwy 395 & East Point Washington Rd is still under water, several places washed out. Signs have been placed. Appears to be receding, but clay road presents issues for access.
20.)Eden Gardens parking lot is under water.
21.)Intersection of Eve Cir and Eden Dr is underwater.
22.)West Park Place Dr at Inlet Beach has approximately 2 inches of water over it for 100 feet, county has placed barricades.
23.)Old Ferry Rd (Dirt Rd section) may be passable by truck but by car can only make it to first house, has a lot of flowing water.
24.)Coochie Rd is passable to Rock Plant Area, some minor wash out areas.
25.)395 at Watercolor Crossing has water in the North bound lanes
26.)Wayside Park has cement slab missing, cones are out.
27.)112 Sea Croft Dr is underwater in both directions leaving home per homeowner.
28.) 219 Chrysler Ave: Homeowner advised water is 2 ft. from coming into her home. Requesting assistance. The road department is bagging the yard to offer some assistance. They advised it will not clear all the water but will help.
29.)Grayton St. has standing water.
30.)Apostles Way has approx. 18 ft. wide washout.
31.)E. Hewitt and W. Hewitt intersection has approx. 6 inches of flowing water to the bay.
32.)Eagle Bay has approx. 6 inches of standing water.
33.)Slalom Way has standing water.
34.)Lynn Drive has standing water.
35.)Winston Manor has standing water.
36.)Santa Barbara Ave has standing water.
37.)Woodland Bayou Rd has standing water.
38.)Veterans Rd Mobile Home Park has approx. 4-6 inches standing water.

North Walton damaged roads, Deputy confirmed.

1.) Indian Creek Ranch Rd is closed.
2.) Deer Run East has a lot of damage. Several vehicles have gotten stuck. County responded and checked the area.
3.) Eight Mile Bridge has water at the bottom of the bridge.
4.) Per EG10 – possible microburst in the area of Water Oak St, causing a pine tree to lean over roadway. 7/4/13 at 21:39

WEATHER/ROAD CONDITION UPDATE as of 7:00 a.m.

*Road Conditions in South Walton were confirmed by SWFD

Most areas have had 3 to 5 inches of rainfall since Monday but some areas have had 10 to 18 inches. Scattered storms and potential of isolated heavy downpours remain in the forecast. Flood watches and warnings remain in effect especially for our neighbors to the north around rivers and creeks.

South Walton road status. Confirmed by SWFD as of 10:00 a.m. July 7, 2013. Crews will conduct additional surveys this morning.

1.) S Wall St, the beach access #3. Caller advised the RD has washed away approx. 15x4. The sand is also washing away. Public works has been notified. UPDATE: This remains an issue. Roadway has been closed.
2.) Walton Magnolia is still has knee deep water for approx. 300’ down the roadway. UPDATE: Not passable
3.) Wood Beach Dr. advised water from the wetlands is approx. 15ft from her house. Unverified by SWFD.
