Can anyone tell me how or where I can arrange dial-up internet access for 3 weeks (or a month) while I am on vacation in Seagrove Beach.

Go to Web 30A in Seagrove (it's right next door to Beach Rentals of South Walton though I don't know the exact address) and they'll set up your laptop for about $20 for a month (or $100 for a year and you can use their dial up access in other places around the country as well). I use it and it is of course slower than wireless, but at least I can access it whenever I want from the cottage and it meets my needs for email and Internet browsing with no problems. I just bring a very long telephone cord so that I can use the laptop on the porch!

You're welcome. It's a good service. I paid $100 for the year and I've used it during the last two trips, so if I go at least 3 more times by next August (no problem) it will have been worth it! There are many places with free wireless access too -- Fonville Press at Alys Beach, Seacrest Cafe at the Villages of South Walton, Shades at the Loop at the corner of 30A and 98 (east), the coffee shop that used to be Cava Java, and I'm sure there are more. But I like having access right at the cottage.
