I noticed the same thing when I was looking at google ad work. People were using the name of google to make people think they were associated with the company so they could get you to pay them on a monthly basis to "show you" how to place google ads. Now, according to google, these people are being investigated. Countless ads were using the same story like the articles in the link you posted- not that particular story, of course. It was at this point that I questioned the company about their involvement with the leaches, and according to investigations, it appears they are not involved. Not posting links, but you can find them easily if you look.
