❖ The proposed Major Development Order is for the construction of the 44 townhome units, in
seven townhome buildings, and a community pool/bath house. All units will be accessed from
Kara Lake Drive, a new, cul-de-sac road. The property is +/-9.42 acres and impacted by an
existing man-made pond that is +\- 3.9 acres in size. The pond will be retained and improved with
an aeration system and other modifications that will allow it to be utilized as water quality and
storage as part of the community’s master stormwater plan.
❖ A Compatibility Analysis was submitted to demonstrate that the proposed development is
compatible with the surrounding neighborhood. Most notably, this proposed development is
immediately north of the Commerce Park PUD (approved June 2018), which includes both
commercial space and multi-family residential units. The proposed Kara Lake Townhomes
provide a transition between the proposed multi-family residential units of Commerce Park PUD
and the existing single-family subdivisions to the east and west.
❖ Previous Actions:
o There are no previous Development Orders active for these parcels. The property is currently
occupied by a single-family residence and pole barn. On October 3, 2018, the Technical
Review Committee voted to approve the project subject to the resolution of all outstanding
comments. On November 8, 2018, the Planning Commission voted to recommend approval of
the project.
❖ Density: up to 8 DUA (75 units) allowed subject to compatibility analysis, 4.67 DUA proposed
❖ ISR: 60% allowed; 25% proposed

❖ This project does not meet Walton County Transportation Concurrency under the Walton County

❖ Commissioner Glidewell asked about parking. Every unit has 3 – 4 parking spaces which is more
than the code requires. He asked about improvements to Veterans Road. The large mosquito
control ditch is being improved significantly but that ditch makes it impossible to install a turn lane.
The applicant did a signal warrant analysis at 98 and Veterans and it didn’t come close to
warranting a signal.
