I haven't looked at a credit card statement in a long time I pay it off every month.

Cash advances at 28.49% interest is shocking. Aren't consumers supposed to be protected from criminal activity like this?

Not to mention 18.49% on ordinary charges.

Cash advances are risky for the lender hence the high rate, which generally starts accruing the moment you pull cash from a credit card. It's usually all due at the end of the billing cycle too.

Good plan to pay off every month even at 18.49%

If you subtract the current prime rate from your interest rate you'll have your base rate.
