Low Speed Vehicle Laws

Section 320.01(41), Florida Statutes, defines low speed vehicles (LSVs) as “any four-wheeled vehicle whose top speed is greater than 20 miles per hour, but not greater than 25 miles per hour.” LSVs must be registered, titled and insured with personal injury protection (PIP) and property damage liability (PDL) insurance. Any person operating an LSV must have a valid driver license in their immediate possession.

LSVs may be operated only on streets where the posted speed limit is 35 MPH or less and must be equipped with the following safety equipment:

Headlamps;
Front and rear turn signals;
Stop lamps;
Tail lamps;
Reflex reflectors, red – one each side and one on the rear;
Exterior mirror on the driver side and an interior rear-view mirror or exterior mirror on passenger side;
Parking brake;
Windshield;
Seat belt for each designated seat; and a
Vehicle identification number (VIN)

Child restraints and car seats are REQUIRED for all children traveling in low-speed vehicles.

Low speed vehicles are PROHIBITED from driving on any part of Highway 98 (including the shoulder) but may cross at fixed intersections with traffic lights. They also may NOT drive on sidewalks, utility paths, and/or bike paths. Below is a map illustrating which roads are prohibited for low speed vehicles.

ROADS PROHIBITED TO LOW-SPEED VEHICLES ARE HIGHLIGHTED IN RED Low Speed Vehicle Laws | Walton County Sheriff's Office, FL. When traveling on roadways permissible for low speed vehicles, please pull over to the side of the road to allow cars to pass if you notice that traffic is beginning to back up behind you. See interactive map - Low Speed Vehicle Laws | Walton County Sheriff's Office, FL

Most roads in SoWal south of 98 are not red. Here is a sample area from the map of 2 communities that have banned LSVs:

So, does holding a baby/toddler on your lap qualify as required child restraint or carseat? Can't tell you how many times I have seen drivers / passengers of LSVs driving down 395 or 30A with a baby on their lap.
What are they thinking?
These are probably the folks who most likely drive big cars and have super safe carseats in their own vehicles.

Holding the child is not a substitute for a car seat. That said the sheriff has started arresting parents who do this for child endangerment.

Allowing golf carts on our roads is possibly the 3rd worst mistake Walton County has ever made after allowing private beaches and building too close to the Gulf.

GOLF CARTS do not belong on 30A… The only place that golf carts belong are in golf communities that have dedicated golf cart paths no exceptions

It wasn't that bad when Grayton to Blue Mountain was a no go zone and people used them for small movements.

After Cindy Meadows attempt at a bypass between the areas failed she got all our speed limits lowered to 35 or less. Now golf carts are marketed as a way to traverse the entire area and it causes havoc when an old model crappy golf cart with failing batteries is slowly lurching down the road loaded down with people moving slower than an elderly walker with no lights on because they're trying conserve battery power. Run up on that at 9pm in an unlighted area.

Should have been for beach shuttle only, from north to south & back. Could banning them from Grayton to Seaside be an option? Can only be driven within Grayton, Watercolor, & Seaside? Maybe a express road behind the communities for golf carts only while banning them from that stretch of 30A? Ellen
