Staff is requesting the Board's direction on whether to proceed with a draft of an ordinance to allow and regulate "sandwich boards". A sandwich board is a temporary, portable advertising sign that is generally an A-frame structure. If the Commissioners wish to consider allowing sandwich boards staff is asking direction on whether the current proposed draft is acceptable and where to allow the signage, e.g., CR 30-A, Scenic Gulf Drive, US 98 or all of the roadways. Note: Staff does indicate areas with an allowable speed of 35 mph or more may be impracticable for such signs.
The proposed draft basically provides the signs "must be of a temporary nature, only to be displayed during business hours, one per business with a maximum of size". As an overview, there are limits on location, (e.g., private property only-no county Right of Way), size (6 feet sq/side, no more than 48 in. in height) hours of display (7Am to 9PM when business is open) number (one sign per business but see strip mall provision) materials (nothing reflective, no lights, etc.) etc.
The Commissioners are being asked whether (1) they want staff to take no further action on the issue, (2) move it to the Planning Commission, where a public hearing is allowed, to begin the amendment process or (3) set a workshop to take input "from established groups who have interest in this topic." Note: Notwithstanding Staff's language, any member of the public would be allowed to attend and participate in a workshop.
