A former Okaloosa County Deputy Sheriff who was currently employed as a Lieutenant with the Walton County Sheriff’s Office as the fleet manager was arrested Thursday after exposing himself to an undercover officer in Crestview.

Lt. Franklin Whitmore Hawley, of 522 Mango Lane in Freeport , was arrested by an undercover officer in Dugan Park on South Ferdon Blvd. in Crestview.

The arrest report stated that deputy recognized Hawley and Hawley circled his truck several times and tried to peep in his windows, which were tinted.

The deputy moved his truck and stated in the report that “I could see the defendant looking at me and moving his hand up and down in his crotch area.”

The deputy said “It was clear the defendant was wanting to expose himself and did not have an issue with me being able to see him.”

The incident was recorded on videotape and deputies say there were small children playing in the park at the time.

According to his Facebook page, Lt. Hawley has been employed with the Walton County Sheriff’s Office since 2009. Hawley describes himself as serving 20 years in the USAF, the last 14 in law enforcement.

Walton County Chief Deputy A.J. Smith described Hawley’s employment as a volunteer. However, he held the rank of Lieutenant, meaning he was part of the Sheriff’s senior staff. Smith said Hawley “will not be retained in that position.”

Lt. Hawley was arrested, booked into the Okaloosa County Jail and charged with indecent exposure of his sexual organs in a public place.

In Florida, Indecent Exposure or Exposure of Sexual Organs is classified as a first degree misdemeanor, with penalties of up to 1 year in jail or 12 months of probation, and a $1,000 fine.

In addition to potential jail penalties, a conviction for Indecent Exposure in Florida will subject the accused to a permanent stigma of having engaged in lewd behavior, and interfere with employment prospects, professional licensing, college applications, and other aspects of daily life.

He was a paid and high ranking Lt or Capt not too long ago. They spent lots of $ sending him to training classes, I recall 2013 or 2014 most recent.

He did not progress up the ranks. He can in to Mike's admin out of nowhere and was a high rank. This, over many long time, better qualified employees there.

Who's political favor was this guy?

He was over the vehicles and was one of several high rank, high paid that didn't do a damn thing. When people talk about WCSO being top heavy, he's a reason.

This guy will also get to keep his "retirement" status as an LEO and his $.

Pervert with a WCSO retirement badge and gun.

If they can posthumously promote one to a captain, how about taking this one's retirement status (assuming he's guilty)?

How does one retire and still remain a part of the Sheriff's senior staff?

As of Nov. 2015 Hawley was still wearing a WCSO uniform "working" for the WCSO and participated in "No Shave Nov." From the looks of his current "mugshot" he hasn't shaved since then.

Sketchy.

I'm not defending Hawley but either he exposed himself or he didn't. "Wanting to" and "doing" are entirely different things. You don't arrest and charge someone for "wanting" to do something.

Regardless, Hawley's actions are questionable at best and the WCSO doesn't need the blemish.

I just asked a question. Has nothing to do with defending this guy, it is all about the process and being familar with what the system allows. I have provided the statute for you to look up FS 112.3173 and read at your leisure. If the initial poster was speaking based on some authority, ie the Florida Statute or cited something other than his opinion I would have been fine with that. That said I did a quick search because I didn't know the answer and have provided it. Hopefully it is not outdated. That said, the process is in the legal system now and although I abhor what he is accused of, we are a land of laws and depending on what the courts decide and how good the evidence is then I will allow the system to work. Now to your other point, I am not sure how, by me asking a question, that I was in some way defending him. Hope this helps you.

Hawley is charged with a first degree misdemeanor, not a felony so...not so sure that FS is applicable.
