Does Pac have a chip, in his body? Have you contacted the Vet? I noticed that he does wear a tag and that's a great thing! Ask them for suggestions, in ways to locate him. It'll cost, but you might put an ad in the Walton Sun/or Northwest Florida Daily News. You can print out flyers with a photo, his name and your contact information and put out any and everywhere, imaginable! For my pet, I wouldn't hesitate to ask local radio stations, to mention it!
