The article makes it sound like you don't have to have connections or make contributions, it all seems to get approved.

Every coastal line DEP construction permit is negotiated with a little give and take between your engineer and DEP engineers. But to add sand to the beach? How does that change the CCCL? Sounds more than fishy.

Also, not sure how Rick Scott's DEP is working out these days. Seems like I remember some changes made to slim down the agency and lighten up the regulations...
 
If you give enough money to the right politicians you can get laws enforced and get things done that are against the law.
Well, one of our neighbors was willing to spend whatever it took for lawyers to stop that big development. Hubby did a brilliant job of superimposing the proposed development in 3D using SketchUp over the 2D Google Earth view. With his animation, one could walk through the proposed development from any angle and see how incompatible the architects' plan was with the existing neighborhood. He picked up SketchUp as a result of our daughter's use of it at MIT.
