Is this scenario going to end w/ some horribly objectionable hate group like the KKK wanting a permit?

I do not think anyone does. Especially when they show economic benefit to the area. But if not permitted, are people just suppose to look the other way? I would think not. What would be the purpose of having laws if anyone could ignore them.
