It is somewhat like the immigration laws for people coming from Cuba. If you make to the U.S. shore, you are good to stay. If they catch you swimming to shore, your butt will be on the next 1954 Chevy boat back to Cuba.

My step mother floated over on an inner tube when she was 10.

Sorry for the delay. The CEO was lurking......

Yeah, her father was a very successful pharmaceutical engineer working for Castro. He picked up the family and fled when his son was captured for some reason and killed in one of Castro's prisons. Very scary stuff.

He was a millionaire in Cuba and walked up on the beach in South Florida with the clothes on his back. NADA! They had to start all over again and turned out to be very successful again. Very interesting story.

When we lived in Georgia, one of my friends had a very similar story. She came to the US from Cuba in the '60s when she was a very little girl. Her family was well-off there, but of course had nothing when they got here. She grew up, went to college and became a pharmacist. Only because her parents refused to sit back and feel sorry and moan about everything they lost---no, they worked hard, never looked back, and became successful again, much like your step-mother. A wonderful story.
