As you are aware, I'm computer illiterate.
IMO, this was not a "venting" rant, but rather a call to outrage against the county and courts based on very little information, and even less actual fact. (I say this based on the fact that this is Cacker's one and only post on the site--if they were a regular poster, I would more readily buy that they were simply venting--seems to me the purpose of this post is more to rabble-rouse. Just my .02)
I'm all for a good rant now and then, but this is little more than 'he said, she said' stuff--what is the OP's role in all of this; are they privy to all the facts of the case, or are they simply a friend of the mother, who's heard all the "lazy, rotten, no-good ex stories"... I'm not saying that the ex is sterling example of character, but I'm with SWGB on this--there is definitely more to the story.

It makes sowal look like a bunch of Rhode Scholars bickering over the proper time to steep tea.
You never know what is going on in someone's life when you see them. Some are going through incredible difficulties. Leave the judgement up to the judge and jury. We as passers by don't have near enough information to make any kind of reasonable judgements. We should always be aware that as we treat strangers, we shall also be treated. It always comes back around.
