Arnold High School's Auditorium was packed Tuesday night with hundreds of community members who were literally divided.

One side wants to clean up the spring break image and make the beaches more family friendly year-round.

The other side is concerned that residents shouldn't be punished for the actions of some rowdy visitors.

Wes Pittman's group "Citizens for a New Panama City Beach" wore blue shirts on one side, and across from them were people wearing white shirts representing the "Citizens United for Panama City Beach," made up of local business owners and service industry employees.

Both sides had spokespersons who made presentations to the council, voicing their opinions on what action they believe should be taken to make Spring Break 2016 better.

"We're in a crisis, you have got to act like it's a crisis," said Citizens of a New Panama City Beach leader, Wes Pittman. "You've got to recognize it's a crisis. For once, for God's sake, recognize it's a crisis."

"Our plan would call for no coolers on the entire beach in the month of March, this is the spring break time," said spokesman for the Citizens United for Panama City Beach.

After hearing both sides, the council passed Ordinance 1347, which means during the month of March, there will be no alcohol sales past 2 a.m.

Another ordinance passed Tuesday night was prohibiting drinking in commercial parking lots during the month of March.

Panama City Beach City Council Members also voted 5-0 to ban alcohol on the sandy beach during spring break, which is defined as March 1 - March 31.

Maybe banning alcohol on the beach is necessary at this point due to the crisis level reached in PCB. But I think it is a very limited and short sighted measure. This affects all of the law abiding people on the beach, which is a huge majority of people on a big stretch of beach enjoying their vacation.

There are very specific beaches and parking lots where the trouble happens.

Why not target these crowds and enforce the existing laws, underage drinking, drugs, weapons, etc? Stop the large scale concerts and parties on the beach. Set up command units and send the law breakers to jail.

Where will they go now....scary thought!
where the cheap hotels are....these are college kids 10 per room.....1) 30A...no hotels
2) Destin...already have good laws that are enforced. 3) FWB ? 4) P'Cola ? 5) Gulf shores?

agree..BUT, they can probably give up beers for a month for a few years...THEN riff raft will have relocated and the PCB people can reclaim their beaches and responsible March beer drinking....

If the criminal element comes in to drink on the beach this will work. If the criminal element comes down to prey on the throngs of the generally law abiding that come to PCB for an overall Spring Break experience that can easily survive a beach alcohol ban, it will be a flop. I'm thinking flop in the making without a dent made in overall alcohol consumption.

I would expect to see a sharp uptick in other drug use among the PCB spring breakers. I don't know if that would be any worse, because alcohol encourages rowdy, obnoxious, violent behavior probably more than just about any other drug.
