Arnold High School's Auditorium was packed Tuesday night with hundreds of community members who were literally divided.
One side wants to clean up the spring break image and make the beaches more family friendly year-round.
The other side is concerned that residents shouldn't be punished for the actions of some rowdy visitors.
Wes Pittman's group "Citizens for a New Panama City Beach" wore blue shirts on one side, and across from them were people wearing white shirts representing the "Citizens United for Panama City Beach," made up of local business owners and service industry employees.
Both sides had spokespersons who made presentations to the council, voicing their opinions on what action they believe should be taken to make Spring Break 2016 better.
"We're in a crisis, you have got to act like it's a crisis," said Citizens of a New Panama City Beach leader, Wes Pittman. "You've got to recognize it's a crisis. For once, for God's sake, recognize it's a crisis."
"Our plan would call for no coolers on the entire beach in the month of March, this is the spring break time," said spokesman for the Citizens United for Panama City Beach.
After hearing both sides, the council passed Ordinance 1347, which means during the month of March, there will be no alcohol sales past 2 a.m.
Another ordinance passed Tuesday night was prohibiting drinking in commercial parking lots during the month of March.
Panama City Beach City Council Members also voted 5-0 to ban alcohol on the sandy beach during spring break, which is defined as March 1 - March 31.
