SWCC has been contacted by several concerned homeowners in the West 30A community of Cyprus Dunes and Flamingo Estates concerning a planned development by D.R. Horton that they feel will have a significant negative impact not only on their community, but on the surrounding area as far as traffic and safety is concerned.

The “Halcyon Town homes” project would involve a total of 178 units and represent a density of 8 units per acre vs. the average of half that amount in the surrounding communities. In addition, the project calls for limited buffers to the surrounding neighbors of approx. 10 ft. Add to this the significant increase in traffic counts in an area that is already congested during the morning and afternoons with Butler Elementary School just yards away. The safety of the pedestrians and especially the children attending school there is a big concern.

In addition to all of this is the increased threat of flooding due to the increased density of the town homes and the impact this will have on the water management process. The project does not, in the opinion of those who have looked at the details take into account an adequate plan to address these concerns.

With Topsail state park just behind the development there is the concern for wildlife and other potential impacts to the environment once this project is completed. There is minimal, if any buffers proposed to ensure that these concerns will be addressed.

The project is planned to be presented at the October TRC meeting yet to be scheduled. Please plan to attend or at least stay abreast of these developments and if you agree with us, write your county commissioner to express your concern over this development and its lack of conformity with the surrounding neighborhoods along with the safety of the local citizens.

This development as well as many others (Fox Lake - 158 units on 29 acres; Sydney Park - 23 lots on 3 acres; Kaiya - 74 units, 125,000 sq. ft. retail / office on 26 acres) are on the Technical Review committee agenda. This morning (September 2) at 8:30 at the annex. TRC meetings are open to the public but are not designed as a community forum.
