Wouldn't their vote indicate a position? I just don't see the value in getting distracted by forcing someone to form a position (again implied by the vote) on something they've already done.

No. They each made it clear that they had a legal responsibility to vote for anything that goes on the ballot and that a vote to put the referendum on the ballot should in no way be construed as support for the underlying issue that voters will be considering. I will be happy to share those responses with you via PM if you would like.
