You are right, thus we all can agree and conclude that the U.S is bigger and more populated than, for example, the state of Florida.

I'm sure we can also agree that the federal government's role is strictly defined by the Constitution, and that any role not clearly defined is left entirely to individual states.

All you need is a waiver and it no longer matters. I think everyone should get one since the White House is passing them out to Democrats and Unions like crazy right now. Rich Democrats!!! Nancy Pelosi's district just got 20% of the latest waivers. She's the one that pushed so hard for this but doesn't want it for her district.
