Well since you started this train of thought, let's take it further:
What should the minumum wage for south Walton be?
-Starting with the Florida minimum wage rate of $6.40/hour and factoring in a Cost of Living Index.
Or what should that rate be assuming, as you say, that minimum wage workers are commuting from Freeport or DeFuniak Springs?
$20/ hour sounds a little arbitrary, I want to hear a line of reasoning behind a figure.
