I think the theory that the United States is some sort of experiment was over about 200 years ago. I think we're pretty well here to stay, despite the doom sayers.
The only reason that so many people are infused with "throw the incumbents out" is because that is the RNC and Tea Party drum beat right now. Where was that mentality in 2006? It didn't exist because at the time the Republicans had the majority. If they get it back will that still be the mentality in 2012, I doubt it will apply to anything but the President and Vice President at that point.

When you allow the general populace to vote for land use changes, it is a vote on an ISSUE vs. a vote for a person. You have already selected governmental representatives, who in conjunction with employees trained and educated in community planning are tasked with making decisions on land usage and zoning which can then be challenged at public meetings by any citizen.
Yes, "any idiot" can run for office if they meet the qualifications to run for said office. The difference is you are voting for a person to represent you and not an issue which you may or may not have any substancial knowledge about.
