From my experience, IE9 and Firefox both handle these application downloads gracefully through prompts to the user. I've not had to kill the browser to avoid them.
These jerk-offs seem to be targeting the uninformed which is where I was when I got hit. Now I know what to do so that is good. I just hope they are found out before they take someone's money/info/whatever their target is.
