As mentioned in the Historic Point Washington thread, the Walton County Planning and Development Services Staff will hold two community meetings to discuss the following items on Tuesday, April 29, 2008, from 5:00 p.m. until 6:00 p.m. and 6:00 p.m. until 8:00 p.m. at South Walton Courthouse Annex, located at 31 Coastal Centre Boulevard, Santa Rosa Beach, FL 32459:

POINT WASHINGTON OVERLAY DISTRICT WORKSHOP - You are invited to a workshop to discuss an overlay district for Point Washington from 5:00 p.m. until 6:00 p.m.
SOUTH WALTON AREA 9 COMMUNITY MEETING - You are invited to a meeting to discuss the comprehensive plan amendments for the South Walton Area 9 community from 6:00 p.m. until 8:00 p.m.

Pardon my ignorance, but what is an overlay district?

I'm not the expert on overlays, but it involves a change in density, usually lower.

Originally, this grew out of a desire for a historic district overlay, which would have governed new developments within the area defined as "historic" - basically Gilmore Road / Bay Elementary north to Eden and the end of Hwy 395 at Tucker Bayou.

The overlay is no longer historic in nature, but is more of a "neigborhood" change in land use density. It is not meant to govern what people do with their property (as some historic districts do), but to create a more desirable density for the majority of residents. As it is now, someone could buy out everyone in Eden Estates that is on the water, combine the properties, and build condominiums on the large parcel. Same thing with the properties that are not technically in the Shallows Subdivision (like, mine) on the Bay. (Hopefully I didn't just give somebody an idea...)

It is important that the needs and desires of ALL Point Washington residents, not just the members of the Historic Point Washington Association, have input into this.

I am glad you asked, I didn't know either. Thanks SN for clearing it up for us all. Would I be considered a Pt. Washington resident if I own at Eden's Landing and live in Daughettes?

I plan on being there...I understand that any property owner can opt out of the plan because it makes your density less with the overlay. Which makes the whole idea of making Point Washington a historical district a joke. IMO....if the historic district didn't fly, what is the purpose of an overlay to restrict your property when your neighbor can opt out of it???? I'm for the historic designation and restrictions for all of "old PW".....not the new option.

seagrovegirl, the Board of County Commissioners has been receiving input from many people regarding overlays. Pt Washington is only one Neighborhood Association overlay. Other ground work is being laid for guiding future overlays. Your point is a valid one and one problem with the opting out. Another problem, as I understand the current direction, is that once opted out, you cannot opt back in, nor can future owners of that property which was opted out. There are many kinks with the overlays.

FYI to others -- not all overlays change densities. Each neighborhood overlay may require different things, but they must still work within the parameters of the County.
