such a tough conundrum. should rescues be made by county personnel when double red flags are up? the person likely knowingly went into water under double red flags, and should not expect rescue. BUT, if by-standers get involved, as was the case above, then what?

and I guess "Closed" does not apply if you are surfing? (board tethered by leash to surfer).
