I always thought option C was the "curtain".
I haven't responded because I couldn't see the image until now. Clever, very clever. It's never really concerned me, but I prefer over instead of under. I'm a 'no-hanger' though in every bathroom except the laundry....it's the old style toilet even.
I tell you what's really frustrating, is a governor on the hanger in a public restroom. It only lets you get two or three squares! I am an anti-governor, over, no hanger person!
