But if they have ponds that collect rainwater and use pumps to disperse that water, is it a waste, or just simply a redistribution? I realize if it is redistribution it certainly will garner a lot of support among this group.

this is correctI would wager that most golf courses are on well water. My main reason for saying this is the presence of huge amount of rust stains deposited by the iron in the water.
Of course, that's just a hypothesis...
